NATURE ET CONTENU D’UNE INNOVATION DE GESTION CAS : LA CARTE CHIFA

Abstract

The national social insurance fund of the salaried workers -CNAS faces additional expenses and, since the automation of the third-party payment device by means of the CHIFA card, it is in particular expenses in health insurance, and more particularly the consumption of the drug. The chifa card is a means to facilitate reimbursement procedures, has been perceived by the health care providers and since its use as a profit opportunity, which today, several worrying threats may weaken the social security system in Algeria and damage its longevity. The purpose of this contribution is to analyze the balance of power (influences and dependencies) between the different actors of the social security system of salaried workers - CNAS - in Algeria and to know their strategy of using the chifa card. Our main results show that pharmacists, the State, the Board of Directors of the CNAS, the Ministry of Social Security and the UGTA are actors that have a strong influence on the management of the chifa card. . Our methodological approach is based on the analysis of actors' games. The analysis tool is based on the application of the MACTOR method (Method, Actors, Objectives, Power Relations).
