Abstract
Algeria has adopted since the sixties incentive policies in dairy cattle made from imported heifers undergoing a low tariff and the purchases of which is funded by farmers. This paper shows that there is a considerable gap in 2011 between the number of dairy cows ‛modern’ existing and that which would have existed if the imported cows and their offspring had been properly raised. We advance two hypotheses to explain this discrepancy. The first is to say that the performance of this type of farming was low, the second says that the importation of heifers in fact conceals the importation of meat on feet do undergoing a low tariff, unlike the fresh meat.
