This work aims to problematize the policy of overseas training of independent Algeria, including dice the 1970s to today. Remained a problem for a long time unthought in the field of migration knowledge of professional skills and intelligentsia in Algeria.
From this point of view it is to understand what are the limits of this public policy training of managers and Algerian scholars abroad in a developing atmosphere that wants to "catch up" delay caused by colonialism French?
