A LINEAR URBANIZATION, A FAILURE OF THE URBAN PLANNING BY THE ‘PDAU’ : THE EXEMPLE OF THE WILAYA OF TIZI-OUZOU

Abstract

In Kabylia, the city emerged with the French conquest. In addition to the hypotheses explaining why there were no cities in Kabylia region, the strong presence and sustainability of villages throughout its history has been a sort of "dam" for their emergence. The wilaya of

Tizi-Ouzou (139 593 inhabitants in 2008), illustrates this entanglement between urban and rural. Nevertheless, the permanence of the settlement did not resist new forms of agglomeration, which is the most dominant figure. It is not only chief towns of municipalities

(67 in number) that are affected, but all the towns and villages (over 1500 inhabitants). If the city of Tizi-Ouzou is experiencing "urban inflation", the rest of the area shows "conurbation" villages where the roads are becoming carriers of the population and economic activities. This encroaching urbanization can be explained by the introduction of new instruments of urban planning (the PDAU)?
