Abstract
Senegalese high skilled migrants have accumulated resources and skills in the northern countries, where they are installed. Dissemination of acquired skills during the migration process is deemed to foster progress, scientific and economic development of home countries. Circulation and return are considered as migratory patterns that can promote the transfer of resources and experiences between home and host countries. This case study presents three ideal-types of the interventions and actions of skilled migrants. These have different experiences of migration: return, circular migration. They also participate in various ways (entrepreneurship, inter-university cooperation, virtual exchange, etc.) in the process of socio-economic and scientific development of their home countries. At a theoretical level, the "diaspora effect" replaced the concept of "brain drain".
