Abstract
The sector of the higher education was endowed with an exceptional program of infrastructures which consists among others of the creation of 10 new universities. It is examined so on a national scale as regional. At the local level, 3 examples taken in the Algerian northeast are studied. It turns out that their localization outside cities is going to contribute to the formation of urban territory
