Abstract
This article is part of the debates on the implementation processes of public policies for access to medicines, which are still theoretically unclear. In Algeria, socio-economic changes in the early 1990s had negative impacts in terms of access to medicines. The exploratory study allowed us to identify institutional bottlenecks. At the end of this study, we suggest an instrumental approach of public policy based on a political accessibility process composed of four dimensions: qualitative, legal, economic and physical. This latter takes the form of a series of actions to be taken care by the medicines actors in order to cover essential medicinal needs.
